Co-Rapporteurs of the Parliamentary Assembly of the Council of Europe Jan Liddell-Grainger (UK, EC/DA), Liz Kristoffersen (Norway, SOC)? Kimmo Kiljunen (Finland, SOC) and Boriana Öberg (Sweden, EPP/CD) made a statement:
“We once again call for the restoration of freedom of movement along the Lachin Corridor, and recall the decision of the European Court of Human Rights of 21 December 2022 in accordance with Rule 39 of the Rules of Court and the order issued by the International Court of Justice (ICJ) on 22 February 2023; the latter states that “Azerbaijan […] must take all measures at its disposal to ensure the unhindered movement of people, vehicles and goods along the Lachin corridor in both directions.
We take note that Armenia has indicated that it will apply to the ICJ regarding the installation of a checkpoint along the Lachin corridor on April 23.
We call on Azerbaijan and Armenia to refrain from any unilateral steps that could further complicate the negotiating efforts supported by the EU at the highest level and through the presence of the EU Mission in Armenia. We call for the intensification of negotiations on border issues and the settlement of all disputes by peaceful means,” the statement said.
As we can see, PACE observers did not pay attention to the fact that Azerbaijan hastened to install the checkpoint on the eve of the Armenian Genocide Memorial Day in Turkey. Moreover, it is no longer some fake environmentalists who are blocking the only "road of life" of Karabakh Armenians, but the dictatorial regime of Aliyev himself, without hiding anything from anyone! And, apparently, making it clear that the genocide will continue, this time in the form of ethnic cleansing of the Armenians of Nagorno-Karabakh. Once again, European politicians are calling on the Azerbaijani authorities to comply with the decision of the International Court of Justice on the restoration of freedom of movement along the Lachin corridor by Azerbaijan dated February 22, 2023, as if it is not clear to them that the installation of the checkpoint is Azerbaijan’s response to this decision and to all their statements that Azerbaijan and does not put a penny. Worthy that the call to refrain from unilateral steps is directed not only to Azerbaijan, but also to Armenia. What does this mean, how should such a call be interpreted? Maybe, as an appeal to the Armenians not to do anything to save people who find themselves in a situation of a severe humanitarian crisis? Probably, by making such helpless statements, some politicians believe that by doing so their mission is accomplished, and then come what may, let the rapists and their victims sort themselves out. Moreover, many European politicians and statesmen do not want to offend Azerbaijan, which is called a reliable partner in supplying oil and gas to Europe.
