Executive Summary & Strategic Rationale

 

The Pan-Armenian University (PAU) is proposed as a new-generation higher education institution designed to expand access to quality education in Armenia while mobilizing the intellectual, professional, and philanthropic potential of the global Armenian diaspora. PAU integrates the principles of an open university, digital learning, a research university, and an Armenia-Diaspora think tank into a single model. 

 

The core concept is simple: every capable individual should have access to high-quality higher education regardless of location, age, employment, or socio-economic background. Concurrently, every Armenian academic and professional globally gains a structured pathway to contribute to Armenia's knowledge economy and human capital. 

 

PAU addresses two interconnected challenges: 


·    Unequal access to quality higher education due to concentration in Yerevan. 

 

·    The underutilized potential of the global Armenian academic and professional diaspora. 

 

Drawing on the model of the Open University of Israel, PAU adapts flexible distance learning and open admissions to the Armenian context, adding a strong pan-Armenian dimension. The primary goal is to transition the Diaspora from a source of financial aid into a global network of knowledge and human capital for Armenia. 


Key Principles and Features

·    Open Access & High Standards: Admissions operate without entrance exams. Students demonstrate eligibility through orientation and academic performance. Principle: Open access, rigorous progression, high standards. 

 

·    Stackable Qualifications System: Learners accumulate credits progressively, ranging from short courses and micro-credentials to certificates, Bachelor's, and Master's degrees. 

 

·    Digital University Core: Built as a digital-first university with an integrated LMS, digital library, virtual classrooms, and AI support. This is complimented by Regional Support Centers (Gyumri, Vanadzor, Kapan). 

 

·    Global Pan-Armenian Faculty: A global network engaging Armenian professors worldwide without requiring permanent relocation to Armenia. 

 

·    Research & Policy Think Tank: Houses interdisciplinary research units and a Pan-Armenian Think Tank delivering evidence-based policy recommendations. 

 

·    Sustainable Financial Model: Diversified revenue including tuition fees, research grants, corporate partnerships, philanthropy, and a Pan-Armenian Endowment Fund.

Diaspora Engagement

The Diaspora is integrated as a core constituent of the university: 


·    Faculty: Delivering online lectures and supervising theses. 

 

·    Researchers: Conducting joint research projects and publications. 

 

·    Mentors: Providing career guidance and professional mentorship. 

 

·    Students: Enrolling in undergraduate and graduate degree tracks.
